ECUADOR: Frantic talks but no "pact" over referendum

President Rafael Correa insists that while he is talking to the opposition in congress to try and cement support for a referendum on a constituent assembly, he would never "betray the people", as he claims many of his predecessors did, and strike a pact that runs contrary to the interests of the country. Correa has been forced on the defensive as some of his support base is criticising him for having anything to do with congress. The opposition, meanwhile, is frantically trying to modify the statute of the consistent assembly to ensure that it does not have plenipotentiary powers, enabling it to dissolve congress.
